Recently there may have some users who running Windows 11 with Beta or Release Preview Channel when opening certain built-in Windows apps will received a message says “This app can’t open…” and prevent you to using the app. As per Microsoft checking this occurs because of a Microsoft digital certificate that expired on October 31, 2021.

And currently this might affect the following known applications:
- Snipping Tool
- Touch Keyboard, Voice Typing, and Emoji Panel
- Input Method Editor user interface (IME UI)
- Getting started and Tips
The solution to resolve this issue is quite simple, either you install the KB5008295 from Windows Update or you may adjust the date & time to before October 31, 2021. Strangely, my laptop currently running Windows 11 with Beta Channel and have not install this KB but all of these app are running normal. Well, better to install the KB5008295 to resolve this issue if that happened on your PC.
